The gist of the new AV law is that it requires there to be a one-month period between when a performer signs a contract and filming begins and, even worse, a four-month period between the end of filming and release of the scene. This is done under the guise of "preventing exploitation of young women" when really it does the opposite - deprives them of their autonomy and forces them into more dangerous and exploitative forms of sex work. Thus, there's less new actresses because of the long wait period before they're allowed to actually make money and, as you mentioned, it makes less sense to do larger group movies unless it's with well-established actors, as anyone in the scene can withdraw their consent during that four-month period and prevent its release.
