Minnano isn't working for me today so I don't know her height. The only info I can find on google is for the women's basketball player of the same name, I do not think they are the same person.
To be honest I go off less by height as they are all short (<5'), and she definitely fits the appearance. I think of all the current loli girls currently she has the best body/face. There are plenty of <140cm girls that don't look loli at all in my opinion because of their proportions. "Mini" is a separate genre for a reason and many girls in that genre can't very well pass as lolis.
The important thing is what the JAV is billed under, and that JAV is listed as under the Loli genre, the first one from Kawaii in a long time. Of course sometimes they list questionable genres, but I think in this case it is definitely apt and the most loli video Kawaii has ever made.
You should download it and see for yourself though, it is one of my favorite videos of the year and she is great.
I've gotten chance to watch the video and I think she does pass for a loli, maybe just barely.
But I dont think accepting something as loli based on what it says on the label is a good way to approach it. I've seen far too many videos labeled "cum" that have barely any cum play. Or movies labeled "big dick" only to see the male actors severely lacking. Likewise, videos that say "loli" in the title or tag that have actresses who look too grown or mature.
You guys are making it seem like there is some kind of loli purity test based on what you personally find attractive.

It's a genre, and if something is filmed as loli then it isn't really debatable. Kawaii has stopped doing them recently, but they are the ones that debuted Nagomi, Sakai Miyu and others in the thread.
Sora Shiina on the other hand works almost exclusively outside of the genre, and yet she is included in this thread.

Actually using personal preference to try and skew the thread is exactly what I hate. I've noticed in a lot of the other threads people blatantly ignoring the topic and spamming a list of their favorite actresses, then coming up with farfetched reasoning as to why its just to include them.
Which is why I think it's important to have a definition that is measurable and quantifiable; unfortunately simply defining loli as "little girl" or "young girl" is subject to some personal preference. I've found that height is the easiest way to set a limit, albeit a soft limit, on what qualifies as loli. As height diverges above from this soft limit one should become more mindful of the fact that the actress might be falling into the
shoujo "young woman" category instead; it's in this range that you have to start considering things like body proportions (arm, leg, and torso length, breast and hip size, hand and feet size), hairstyle, shaved, the youthfulness of their face and skin, and marketing, etc.
Which is also why I'm curious: which <140cm girls are not loli to you?
Anyway, to make things simpler (or maybe not) when in doubt just ask yourself this: does the girl look more like a young
girl or a young
woman?
I haven't seen KAWD-741 yet but based on the cover she most certainly looks like a young woman to me. That's not that to say she is not pretty or anything like that it's just that she doesn't give me the same feeling that a loli would. Feel free to discuss them, I think most people who like lolis are also into the
shoujo type as well given that the two categories are adjacent to each other and in many cases overlapping.
Edit: to clarify: the soft limit also works in the other direction as well. The best example I can think of right now is Mio Ooshima. Although she is 148cm and even had a MUM video for some reason she doesn't strike me with that loli vibe. It might be her face or the fact she is not really marketed as loli, just look at the covers for her videos (yes, I'm cherry picking but still..):
