What the Cantonese guy said could be, strictly technically speaking, could be translated to your sentence. But in the Cantonese, it's more in the sense of "Tom was forced to ask police for help [after he lost his wallet]". Say about abortion. USA, being the most extremely legalistic country, wants to either ban it by law or allow it by law. One side wants to ban abortion even in the cases of r*** and incest, (etc) the other side want to not just allow it, but include it in government- or employer-provided healthcare. IMHO both sides are freaking bonkers. Abortion is a necessary evil. Banning it totally does great harm to the female gender, and increase social misery.
