how can i gain access to private messages?

hey folks, any help would be wonderful. im not sure how to gain access to posting or sending pm's to others. im told i dont have access to it or have not been granted access. im curious if i have done something wrong? :exhausted:

click on the members name, and a menu pops up, and hit send private message to

click on name, and it there is a link called "start a conversation"
