To get a premium account, you can pay for one

Simply, if you're not a fixed IP user (ISP assign your IP automatically). You can switch down your ADSL modem and turn it on to renew your IP, so you can bypass 1 hour limit for rapidshare or bandwidth limit for megaupload.

I recommend an application like rsd or jdownloader for downloading from rapidshare and ip switching... but that might cause connection problems after some time.
