one question for manga download

Sorry because i post it again in Feedback because in site support don't have anyone awser

i have two question about manga download.

1. now i see all manga in manga download section is japanese language , now i think english language is popular language on the work , i have many manga english language , can i start creat new thread with english language with title [ENG]title manga

2. i see all host in manga section is very diffcult for download because need premium, and uploader do not upload again . i can help people easy download by upload to mega.co.nz , can i creat new thread with mega link and k2s , alway check to reup if have report?
