Japan makes first arrest for CG-generated child pornography

A 52-year old man from the city of Gifu in central Japan was arrested on Thursday for violations of child pornography laws. According to authorities, Akira Takahashi wasn’t just in possession of the illicit material, he reportedly created computer graphic (CG) images based on photos of real, underage girls. The man, who works in the design industry, is said to be the first arrested for CG child pornography.
The Youth Development Section and Minamisenju Station of the Tokyo Metropolitan Department said that Akira Takahashi, not the actor and hopefully not the animator who worked with projects like Death Note and Mobile Suit Gundam, was selling digital images involving minor-aged girls, or those under the age of 18. Although there is no legal prohibition for possession of child pornography materials in Japan, its distribution is illegal. The Act on Punishment of Activities Relating to Child Prostitution and Child Pornography the Protection of Children Article 7 makes the provision that only a person “who provides child pornography” and “produces, possesses, transports, imports to or exports from Japan child pornography” can be liable and indicted for a crime. The article’s provision is translated as the act of distributing pornographic materials involving minors.
Japan is known for its tolerance to child pornography. Its manga and anime industries are also known to have featured a number of materials with lolicon themes, or malicious attraction to minors. The ruling Liberal Democratic Party government has expressed intention to amend the current child pornography law, but some mangaka or comic artists and animators, said that such amendment is a violation of their freedom of expression.
