The U.S. Homeland Security Department has arrested a Japanese man who allegedly managed child porn sites in the United States on suspicion of violating a federal law that prohibits advertisement and possession of child pornography, according to investigative sources.

The arrest of Kimihiko Makino, 38, a company executive from Toshima Ward, Tokyo, came after the Metropolitan Police Department and other police this month arrested several members of a group that allegedly sold child porn DVDs on the websites it operates by helping potential customers circumvent technology that blocks access to child pornography sites.

The arrest in the United States was made based on information provided by Japanese investigation authorities; such collaboration is rare for arrests involving multiple members of the same group.

According to information the MPD received from the United States, the Homeland Security Department arrested Makino in San Francisco on July 6 on suspicion of carrying Internet advertisements for child porn DVDs.

Makino allegedly managed child porn websites, and many child porn images remained on the servers, sources said, adding that he has already been indicted.

The MPD, during its initial investigations into the group, concluded that it was operating child porn websites using more than 10 rented servers in the United States. The MPD provided information to U.S. authorities a couple of months ago through the U.S. Embassy in Tokyo.

The MPD also learned that Makino, who travels between Japan and the United States several times a year, managed the websites. On July 2, police arrested six people, including Yoshiyuki Hayashi, 48, on suspicion of violating the law prohibiting child prostitution and child pornography, for counts including provision of child pornography. On the following day, two more members of the group were arrested.

At the time of these arrests, Makino was in the United States. Once informed of that fact by the MPD, the Homeland Security Department arrested Makino, sources said.

Blocking of access to child pornography started in April last year in Japan, but this measure only covers URL addresses. To get around the block, the group applied the so-called IP "jikauchi" manual input method of changing URL addresses to IP addresses, which consist entirely of a string of numbers. This allows users to access child porn online through banner ads and other means. Pornography of kindergarten and primary school children that was distributed in the past was copied on DVDs using personal computers. The group allegedly took orders via e-mail and sold DVDs for 680 yen each. The annual sales exceeded 100 million yen a year, sources said.

The MPD is investigating further, as it believes there is an individual who gave instructions to Makino, the sources added.

The Homeland Security Department, which has the authority to arrest, was established in 2002, following the Sept. 11, 2001, terrorist attacks on the United States, to better cope with terrorist attacks and natural disasters by integrating several U.S. government organs such as the Secret Service and the Coast Guard. It not only collects terrorist-related information but also investigates illegal immigrants, smuggling and child pornography. The department exchanges information with Japanese authorities regarding cyber-attacks, child porn and other crimes that are international in nature.

I posted this article because it suggests, or at least hints, that it is indeed possible for anyone involved in the Junior Idol industry, to be arrested upon visiting the US, for production of child pornography.

A court of law would certainly distinguish between child porn and Junior Idol material. Arrest all they want, they won't get a conviction.

So are the URL addresses of Junior Idol sites actually blocked in Japan due to this Japanese law or are actual CP sites with old CP the URLs that are being blocked? If the first part is not the case then the Junior Idol material must be okay....right? :scared:

The thing here is this started in Japan, the Japanese police arrested members of the group while he came to the U.S., and he was arrested in the U.S. pretty much on the behalf of the Japanese police. So Japan legal idol industry people aren't going to be snatched up at the boarder.

2. There is precedent for arresting foreign nationals on US soil, who have allegedly been involved in the production and/or distribution of child pornography (a definition according to US law). Many Junior Idol pictures and video clearly could fall under that definition.

Just recently a Czech man was arrested, on a US warrant, for distribution of child pornography in Thailand and extradited to the US. A representative from the Czech republic has stated that the man is guilty of no crimes in the Czech republic.

If you were on a jury of a man accused by zealous prosecutors of holding deemed erotic material...
while the evidence was overwhelming, it's all stuff you've "encountered" before...(possibly Jr. Idols.)

Do you:
1.) Swallow & convict?
2.) Hold out for not guilty...without explanation?
3.) Ask to be excused for conflict of interest?

This is wrong.The US has no business arresting people on foreign soil. This kind of crap opens the door for Americans abroad in other countries to be arrested and extradited to countries over things that occurred in the US and are not crimes.

The US government has a broad definition of child porn. Judges use whats called the Dost Test or Dost Factor.So it wouldn't matter if it was real child porn of Jr Idol vids.

The reason for this strictness is so that the woman is protected from the lustful gaze of men. She should not attract attention to herself in any way. It is permissible for a man to catch the eye of a woman, however it is haram (unlawful) for a man to look twice as this encourages lustful thoughts.

Wasn't there even a report on AO at some point about a British boy who was arrested for maintaining a harmless website? Also wait and see for Assange's extradition. The empire wants his head... Actually there are quite a few instances at the top of my head where foreigners were arrested and shipped to the US for various reasons. The most recent thing I remember was the "Adam Bomb" bust by the DEA. I think it was 8 people arrested, only 2 of them in the US, the rest scathered across the globe. Bottom line is: If the US wants your head, they'll get it. Just a matter of time. I actually live in permanent worry for AO, that one day I will access the site and find one of those neat little home defense banners instead.

Simple bro. The "Real" owners of most of the worlds 1st world governments need a fall guy or in this case ,a bunch of people to blame. It all started about a hundred years ago when the business plot fell through. Naturally this is the reason why the united states joined the united nations as it's real agenda is not to form a friendly union of countries to discuss matters between each other peacefully, but it is to consolidate resources and keep the military industrial complex in business. In order to keep the "MIC" in business they've dicieved the public about events such as "pearl harbor" it has since been revealed they knew the fleet was coming and allowed the iconic ship be sunk in order to show it's power to the rest of the world, The gulf of tonkin never actually happened it was a ruse. 9/11 might be one ,7/7 was one and since then it's only gotten worse as the American empire extends it's reach further each year with the justification of being the world's beacon of light when in fact it is becoming a mirror image of the 3rd Reich. Funny how history repeats itself. Naturally i suspect you're skeptic of all this and probably think i'm wearing a tin foil hat in a bomb shelter somewhere but look into it for yourself. Start with Operation Northwoods and go on from there. It's crazy how much of the media and power they have! It's almost like a manga except it's sadly real.

The U.S. is only going to get worse with the confiscation of it's guns via U.N. gun regulations.

I seriously hope the revolution starts, it's 1983 in 2012 and it feels like we're only a few hours away from midnight on new years eve.:warning:

But the loose interpretation of that law oppresses the First Amendment.

"Sexually suggestive" could mean anything they want - eating ice cream.
"Inappropriate dress" includes half the teenies at the local mall.

Bottom line, when the Feds decide they need a new crusade....it's their word against a bunch of guys who gawk at 11 yr old girls in micro-bikinis.

It annoys me when guys I know can watch what I call sickeningly depraved, disgusting and degrading Dvd's, all apparently legal and quite acceptable in our society, that make me feel ill. Whereas if I were to say I would much prefer to watch these 11 or 12y/o girls, beauty and perfection in artform, then I am the disgusting one??? People give me the shits sometimes, as do the draconian laws we are forced to endure. Bring on the micro bikinis!! (or take them off..:nosebleed: )
