It's a direct parody of HK: Hentai Kamen ("pervert masked (rider)")
For totally campy crazy parody films, HK is a "big" budget movie franchise. The machine translation is unfortunate, the Japanese title 変態パンティー仮面 is perfectly clear what's being parodied, inserting the katakana for "panty" between the kanji for "hentai" and "mask".
The wearing of panty on the head is a fairly common trick/prank/foolery/humiliation in Japanese culture (if not exactly a "tradition"), you see that quite frequently in JAV, e.g. in "r***ing in front of husband" genre, the r**ist often make the husband wear the wife's panty. It seems to carry special meaning unique to Japan, similar to writing insulting words on the face or body of a victim.
In case it needs explicit spelling out, the visual appearance of wearing the panty that way makes two huge eye holes, resembling the insectoid design of first generation Kamen Rider (Masked Rider).

You can always trust the Japanese to come up with the goods! Inventing new porn genre's every week is there forte, and in Rockets case, it's a god damn certainty!
I think it's a strange cross between a vagina, a walnut and the outer shell of a chestnut with a necklace wrapped around it (although I'm sure that last one was obvious). In my interpretation it's supposed to symbolise the fact that the "goodness" inside the shell is still untouched and you can remove the shell and get to it by purchasing this wonderful film. Oh, and it's also top class quality evidenced by the necklace. But to be honest, I'm not sure at all - after all, who knows how Japanese people think? They have come up with some weird stuff...

From the looks of these you start to wonder if studios are just producing movies consumers don't necessarily want to stand out or they hope for someone to buy because of curiosity.
