If the bar in Windows hard drive space is red, does it slows down the computer to run any software? What can slows down the computer? Too many programs installed?

Only if your disk is nearly full. Then yes, it will slow down your computer if that is the only disk you have as the O/S requires space for temporary files, cache, swap etc. Usually your computer will warn you when you're running out of space, no matter the O/S.

If the bar is red, your system is dead..
As stated above, windows needs free space to correctly operate.
ccleaner is a free program the can remove temp files and assist performance. https://www.ccleaner.com/
However, move data files off you drive to an external drive.
And yes, I'm a tech expert.
