Dat 99.9 % torrents lol wut

Is it just me or am I seeing more jav torrents stuck at 99.9% ? It doesn't necessarily have to be 99% but the torrents will just come to a stop and slowly bleed the data over several days. Is this a way to get people to seed more? Seeing some of the frustrated comments on utorrent's ratings are funny.

Too many people fail to seed and jump off as soon as they get a file. I have some torrents that gave up at 92% but I can usually get the files to run on VLC. There may be hope for a reseed if you ask around.

Yeah, one of the more recent torrents I remember like that was an uncensored ameri ichinose video. I can't remember the title but it had thousands of leechers and what looked like thousands of seeders but stayed at 99% for over a week.
