I've seen this in many anime manga and game. But I don't know exactly what is it maen.

so if anyone around here understand japanese, plaese tell me.

And can it be use as a farewell? Because I see in anime Utawarerumono one character use this this term to say goodbye(she say this term to her enermy and then destroy the bridge)

or she just mean to say "hello"?

Yeah, 'Gokigenyou' is used for both greetings and farewells.
Very formal.

Gokigenyou means "Good day" (Aaah, Maria-sama ga miteru ^^)

Very formal, and not very used in everyday life.
