Why are there some IPs showing up in my downloader that is 100% complete but never transmits a single packet to me

For some old resources there are just not enough peers and even if there are, they don't transmit packets
 

They’re behind NAT / firewall / blocked ports


A peer can be “real” but unreachable:

their ISP blocks incoming connections
they’re behind a strict NAT
their client isn’t accepting connections
their port is closed

Result: your client knows they exist, but can’t actually exchange data with them.

They’re seedboxes or peers that refuse you


Some peers run configurations that:

only connect to certain regions
only connect to private peers
limit upload slots heavily
block certain clients

So you see them, but they never upload to you.
