In South Korea, convicted paedophiles can now face a controversial punishment known as "chemical castration".

A law enacted in July gives judges the power to order sex offenders to undergo drug treatment designed to diminish sexual urges.

The government says the new legislation's aim is to protect children against the increasing number of reported sex crimes.

But for the critics, the practice violates basic human rights.

South Korea is launching an online register of convicted sex offenders this week as part of a campaign to protect children.

From Thursday, the authorities will list the names of 169 recently convicted rapists and paedophiles, and the neighbourhoods in which they are living.


The government has decided against publishing photographs and the home addresses of offenders because of fears that it would violate the offenders' rights.

Correspondents say the measure is surprising because South Korean society is regarded as conservative and there is usually little open discussion of sex crimes.

Offenders' names will be removed from the website after six months, but women's groups have said they will download the list and post it on their sites.

About half of South Korea's 46-million population use the internet.

Differing approaches

Similar websites have a chequered history in other countries.

In the United States, dozens of states publish information on convicted sex offenders.

But in the UK, similar campaigns have been condemned by police and children's groups who fear the information could do more harm than good by provoking public anger and driving paedophiles underground.

The sad thing is, I'm sure that word "paedophiles" range from those simpletons who merely appreciate youth beauty and collect LS-like (or even tamer) or nudist model pictures down to those full-blown brutal rapists who have committed numerous of the worst crimes human can think of. They typically put everyone in the same basket in paedophilia cases, thanks to the current state of moral histerya and fake "good will" we live on.

I would assume that this is merely an attempt to protect the public in general and help to rehabiltate offender by helping him, (or her I would guess), refrain from acting out on what is believed to be, in the worst cases, an irresistible compulsion. This is not mandatory punishment but an additional tool being made available and probably intended for multiple offenders.

Does it violate a convicted felons rights? Yes it does. Then again a repeat sexual offender could be a serial r**ist or child abuser who has violated others rights in a most heinous amd personal fashion with no regard to the consequences of their selfish indulgencies. This poses a serious challenge for governments to deal with. I would say that it might be preferable to the extended incarcerations that can be common for many sex crimes in some countries.

Stuff like that was used in the US in the early 1900's under the Eugenics laws.

Part of me if for it but at same time I am against it.

i thought it was interesting that the drug is designed to alter hormonal levels with the aim of decreasing sex drive. i wonder what kinds of tests were conducted. and if extensive testing has been performed, did they find that the same hormones are active between rapists that target adults and rapists/sexual abusers that target children. it also assumes that these people are targeting their victims to fulfill sexual urges. as is often said of rapists, it is the psychological power that they feel they have over their victims that arouses them as often as the sexual urges themselves that cause them to commit said acts.

i have to admit though that targeting the source of the problem has to be a step away from punishment after the fact. if there is one thing that jails have proved, its their ineffectiveness at rehabilitation. does sound a little like shock therapy or lobotomy though.

Your right, us simpletons have been trying to distance ourselves from the label "Pedophile" for years now. We like to refer to ourselves as "Girlovers" these days and leave the Pedophile label for the deranged psycho-killers.

Yes, a true child r**ist takes advantage of a childs small size and immaturity and then uses sex as a weapon to assault his victim(s).

Wow...I'd think the easy solution would be to let your acquaintance be near his family dispite the reasons he was kept away. I assume it was the job that was keeping away on trips. He should get another job that doesn't involve travel.

I think we are confusing the words here

Pedophile (or paedophile) are those who likes underage girls, or who is sexually attracted to underage girls (mostly prepubescent children).
A pedophile is not a r**ist - no more than it is a heterosexual male.
Pederast (or paiderast) are those who abuse them.

There are also Hebephile, who are attracted to girls in the early years of puberty (10-14yo). And Ephebophile who prefers girls in the middle to late adolescents (15-19yo).

Yeah, you and I know that, but "John Q. Public" just lumps people who are Minor Atracted Adults and Child r**ist and Sex Offenders into the "Pedophile" catagory and that's that.
I don't think the distinction between the two will change for quite a while. :dunno:

absolutely no lines are drawn otherwise.

but anyway, getting a little off-topic here.

(aqua, his son was involved in a car accident which caused his other children and wife to spend lots of time at the hospital too. i guess lots of other things compounded around that time as well but the way he was treated felt just short of abuse.....beds filled = income and all that).

Just to clarify, this law refers only to those committed of a sex crime against a child, or in some cases an adult. Currently South Korea has no laws with regard to child pornography, possession, production or distribution. All those laws fall under a blanked pornography law, which bans possession, production, or distribution of any and all pornographic material.

I am afraid you were misinformed.
Despite the lifting of most regulations in 1996 and 1998 following a Constitutional Court ruling that they were illegal, scenes of extreme violence can be barred and pornography is forbidden from showing penetration of any kind, and genitals must be blurred out. Though technically legal, pornography must still meet some minimum standards of artistic integrity, which are not clearly written in the law

LOL I think there's even a show in public TV in Korea where they talk for a while (kind of like a low budget talk show) and then they just take their clothes off and do "it". :cheer:

I would be a sad man, if Korea banned the production of pornographic material. :pandalaugh:

The pornography law is in actually part of the an obscenity law, the

1995 Law for Electronics and Communications Businesses to suppress harmful information and communication, and to foster a healthy information culture by "filtering national illegal and harmful information" and prevent "cyber sexual violence".

The problem is that the term 'obscenity' is never properly defined in Korean law, though it has been generally accepted that displays of the genitalia and of penetration are prohibited. That is why it is not uncommon in Korea to see foreign pornographic videos available on TV censored for public consumption.

Furthermore, the Internet Content Filtering Ordinance became law in 2001. This establishes a board known as the Information and Communications Ethics Committee (ICEC), responsible for filtering internet content in an attempt to ban illegal pornography.

Production of pornography is still illegal and persons involved in the production of such material, even when the production occurred outside Korea, can be imprisoned and/or fined.

Yeah, but you are still talking aout hardcore pornography. Playboy, although still classified as a "Mens Magazine", is also a pornographic magazine. Therfore female nudity, as long as the genitals is censored, is still considered pornographic in Korea, (and elsewhere). As long as it is it is considered to have artistic value this is allowable under Korean law. While this is admitedly "nit picking" it might have basis on who may and may not be affected by this new law. Breaking the law on obscenity would not necessarily make one a sex offender.
