Looking for the magical hat video

There are two videos that I know of that have this magical hat (it looks like a police hat I think) that makes the wearer the master of everyone. One video some fat guy finds it in the bathroom of a liquor store; in the other video, a women who works in a burger place has it. Does anyone know the name of this series?

i've seen that one in the liquor store, but it wasn't that good IMHO
i can't remember the exact code but i think it was a Deep's AV (DVDES-something), or a V&R (VSPDS-something)...
