Apart from communication issues, or formal ways to do business that we can't quite grasp, some Japanese don't want to deal with foreigners.
Or, let's say, prefer to deal with other Japanese (depending on whether you see the glass as half empty or half full).

Anyway, whatever one's point of view on this matter, having an assistant do the 'dirty work' frees your time for other tasks.
