from what i can gather, it is a childrens song called "Ichasan".
the words "ichasan ichasan" is followed by the word "mottainai" in the chorus. mottainai means wasteful, inappropriate (in relation to usage) or unutilized, and in the okinawa dialect is expressed as ichasan. there is a video here.
it is similar to the song released by Lou Ooshiba (there have been others carrying the same message but this was fairly popular and is used in schools even now to remind students to not be wasteful). you can see that vid here (i couldnt find the original PV unfortunately).

Okinawa Homesong is a collection of albums released by Imperial Records. they feature BEGIN (an okinawa group) singing local songs. this song "Ichasan" is featured on the second volume of that series (track 2), not the 6th. it is also included on the all songs album.
