I think a "random" section is almost a necessity for any forum. There's always going to be a post or two that just doesn't seem to fit anywhere else and sometimes people may not know what section to place their post in. Having a random area takes care of both issues. You can dump any thread that doesn't fit anywhere else there, plus you create a "free for all" area where every post will fit and nobody needs to worry if its the right section.
That said, I do see where you're coming from. A lot of the discussions in the random section would fit just as well in the chatterbox section (except for the picture posts). But I'd imagine that its easier to start off the forum with a random section and use it as needed, than to leave it out and try to add it later.
