No. You have to jump through hoops, but it can be done.

No. The best way is to buy a Bitcash card (Play Asia sells them) then use the Toracoin option in the checkout (I can’t remember if you need a Toranoana account or not, but it will link your Fantia account to a Toracoin wallet). You enter the hiragana code (Play Asia has it in the order details) and it’ll convert to Toracoin that can be used on Fantia.

They don’t make it particularly easy for foreigners to pay, but that’s not really their fault (it’s the credit card companies) and they don’t seem to mind foreigners at all. The site UI has an English translation and you’ll often see subscribers commenting in English on posts.
