More often than not,
Sougouwiki lists the credits in order of the actors' appearance, although this is not a guarantee. Let's assume for the moment that it is.
Fortunately, this is a movie where all the actresses have been listed. They are:

Based on the screen shots (
one, and
another) there are four scenes:
1) Waiting room? with three office lady types
2) Convenience store with apparently four (I see three) customers
3) A meadow/field setting, with two women
4) A car scene with one woman.
The one you're looking for is one of the customers from the store.
There are evidently four women in the store; the clear ones from the screen shots are the first three (the beginning pair is put on the floor, side-by-side):
1) Girl in red-white striped shirt
2) Girl in black top and black pants
3) Your "school" girl, white top, polka dot bra and panties, knee-high white socks and pink sneakers
4) It looks like the fourth lady is a store clerk wearing a pink bra.
So if the order of the cast listing is to be relied on, the one you are looking for must be from the middle four names.
If she is the faultily translated "Mae Sai Mon," then you may be out of luck, as she appears to have no other credits. "Megumi Yamaguchi" also has few other credits.
But given that your girl seems to be the highlighted one (the one who gets worked over the most, apparently), I'd say she's more of a star; and Satsuki Suzumiya may be the most "successful" one of the quartet of "store customers/workers."
Satsuki also has appeared in a number of other fare where she was cast as a schoolgirl, and the resemblance may be there:

So this is not a confirmed I.D., but appears to be a good guess. A little more research may be called for before we can say "Bingo."
