The Japanese film industry shifted from double bill program films to single bill big pictures in late 70s and Toei was no exception. However, yakuza cinema, the mainstay of Toei at the time, was in decline. Nevertheless, Toei made several large-scale yakuza films such as the Godfather of Japan trilogy in late 70s, and continued to attempt to revive the genre by making such high budget yakuza films such as
Gate of Youth (1982) by Kinji Fukasaku & Koreyoshi Kurahara,
Onimasa (1982) by Hideo Gosha,
Theater of Life (1982) by Fukasaku etal,
Shura no mure (1984) by Kosaku Yamashita in 80s.
Toei even hired Chusei Sone, a director famous for his Nikkatsu Roman Porno works to direct Chinese Lion Co. LTD (1984). Unlike the earlier Toei yakuza films, which mostly used original scripts written by Toei staff, these high budget yakuza films were all based on popular novels, some are even highly regarded literary works.
The Last Bakuto (1985), directed by the genre specialist Kosaku Yamashita, is Toei's last major effort to revive the genre in 80s. After this film, Toei only made female yakuza films such as the highly successful Gokudô no onna-tachi/Wives of the Yakuza series, until Toei attempted to revive the film genre again in early 90s, without much success.

This is the last film of Koji Tsuruta, the first top star of the genre, who died one and a half year later. It's also the penultimate film of Toei superstar Kinnosuke Nakamura. So in a sense, this is indeed the end of an era.
