とある地方の魔法学校に通うルルは、教師も手を焼く問題児。
失敗ばかりの魔法と、続出するトラブルに困った教師は、母校に相談し、ルルは転校することに。
世界の魔法を管理する魔法都市ラティウムの中心にあるミルス・クレア魔法院は全魔法士たちの憧れの学校。
期待に胸躍らせて門を潜ったルルだが、そこで告げられた事実は衝撃的なものだった。
なんとルルには、魔法使いに本来あるべき「属性」がないのだという。
このまま放置しておけば、無属性のルルが使う無軌道な魔法はどんな害をもたらすか知れない。
ゆえに、ミルス・クレアに在籍する一定期間の間に自分の属性を決定できなければ、
ルルの魔力を封印するしかない、と。果たしてルルは自分の属性を見つけることができるのか！？
