The scene is from DANDY-135. This particular scene has three actresses. Sougouwiki lists two: はるか悠 Yu Haruka and 杉本有紀 Yuki Sugimoto.
I don't know if either of those is your lady or she's the 3rd, but maybe you can figure it out now you have some names.
