What is up with the sudden influx of horrible re-encodes of existing videos these days? Is this the studios trying to flood the scene with garbage or something? Or just some asshole doing it for fun?

The original releases of this particular title were all 720x480 (original DVD resolution). This encode is 640x480, with the actual content being probably 520x400 (I'm guessing) - a small box inside of a large black border. The content is not only down-res but also deformed, since the original image is being projected onto a 4:3 "canvas" during the re-encode.

What is the purpose of this? It can't be for size, as the originals were only around 600MB. This is not the first title I've seen mutilated like this in recent months, and it's turned from a trickle to a veritable flood.

Note that I'm not necessarily blaming the poster here - unless they made this encode themselves. It's just a likely they found this on another site and it is a repost. I'm just trying to understand why this is happening all the sudden, and in some cases with brand-new releases.
