Really? Are you seriously asking if its possible for you to pick up a schoolgirl in Akihabara?
Far as I can tell, all those bulletin boards where you arrange for "enjo kosei" are all in Japanese. I am not aware of any that are in English. If you can navigate those to arrange a date, its a given that you should be able to speak Japanese.

Its way above average price, but the quality of the girls also tends to be above prettier and younger (the censored photos are actually unflattering, believe it or not) compared to the others out there who might be otherwise willing to entertain gaijins. You don't need to speak Japanese. Are they JK? Well, you can ask them to cosplay in a school uniform and some of them do look young enough to pass off as one. Some of them are even just over 18 (or so they claim). They're also unlikely to rip you off. Strictly no penetrative sex though, but everything else is up on offer.
