The only one I can think of is "Kaichou wa Maid-sama!" but the figurines cap is different and her hair is shorter.

Someone thought this was popular enough to make into a figurine. Shit, I have issues trying to find High School DxD figurines.

Don't know the anime, but here's a starting point: the artist is Range Murata, who did character designs for some games (I think) and at least one anime series: Last Exile. I know she's not in that.
Suggest you find portfolios of his works. She's probably in one of them.
