I've been looking for a movie for a long while now, just wondering if you might have it.
The name of the movie is something like 'Sai Lo Sic Gong Yeh'.
Its about a cop who learns to communicate with his penis from a prisoner. Saw it a long long time ago, so that's really all I remember from it.
