Does anybody know how to blur or remove a watermark

and is it possible to do this without a full re-encode?

If so would they be able to do this for a video I have or provide instruction?

You (speaking in general) will just degrade the picture even further. Leave watermarks alone If you don't want them buy the actual titles, really. Or see if you can find a non-watermarked version of what you're after, if it exists.

But, no, nothing you mention is possible without a full encode, it isn't an overlay it is part of every frame.

Stop downloading watermarked files and generating a demand for them and then people will stop making watermarked files and sharing them. It's as simple as that really.
