Sometimes in media you will run into those digitize voices that's been modified
pre/post production.
They sound distorted because they are either speed up or the pitch is ramp up.
To say the least, very annoying if you run across them in your jav or whatever.
If you come across some that hasn't been distorted into oblivion,
there might be a simple solution to at least making understanding them a little better.
Audacity or any audio software tool.
Make sure those tools plugins has effects with Pitch, Tempo, Speed, Modulations, and etc.
In the beginning, you should trying using pitch to lower the and see if that helps you hear
what might be the original audio, or at least close to understanding what's being said or heard.
Using Pitch, Speed, Pitch/Tempo, will most likely solved 80% of your issues. If not, you can
try using the Modular effect to try and clear the background noise, which I find better
to be better than noise reduction in some of my issues.
