A lot of Yakuza is involved when it comes to these sort of acts. most of the time you don't see them on screen, but there are tons of yakuza surrounding the set. Besides the fact that japanese people are not well known for standing up for theirselves even at work, there are almost no problems when yakuza run things like this on the train, nobody has the guts to say or do anything.
