[ask] cannot using quote and emoticon

i'm sorry i want to ask in here

why i cannot reply with quote and the smillies ( emoticon ),when i click the quote or the smillies nothing happen

so if i want to quote i must type it manually ( when i click the quote,it has no respond )

any solution for my problem ?
