The movie is "the new kid on the block" from 1991. I think the actress is Alicyn Sterling but I'm not 100% sure because the pictures I saw of her had a very different haircut. She does have very similar looking fake boobs though.

I looked at a clip of Alicyn Sterling from her Xvideos page, from the 1992 movie Goddaughter, also coincidentally featuring Joey Silvera - and by the same director, Fred Lincoln (yeow, he goes back); I can see a facial resemblance, and the characteristic breasts are there, too.
