If I'm not mistaken most of them don't market those movie for japanese audiences and they aren't sold in japan stored or on the japanese versions of their websites, obviously japanese people can go around that and I honestly don't know why other studios don't do it other than maybe they just don't want to risk the fines and jail time which has occasional happened to some of those other studios.

The studios aren't listed in Japan. For example, Tokyo Hot was registered in Germany if my memory serves my right.

FC2 (the platform) is a different matter. It's in somewhat grey area.

Those studios (1Pondo, Caribbeancom, HEYZO, 0930, pacopacomama, Tokyo-Hot, Gachinco, Hey-Douga, muramura and others)
who produce uncensored japanese videos - are all registered abroad, not within Japan strict legislation.
They can not sell their production in Japan (in items, DVD-s).
All uncensored porn in Japan is ILLEGAL, per example by travelling to Japan (by customs check) one should not have memory cards, portable HDDs or just DVDs with uncensored porn.
So, the only way to trade their uncensored videos is selling videos online, payment via credit card or other means.

Therefore the better way to watch uncensored videos (from those abroad makers) is -
watch streaming videos from internet.

One could find a number of websites where those uncensored videos are streaming free, without payment.
Of course, usually the video quality is limited to 720p HD.
But some are streaming in 1080p.
