UC jav, why can it be there?

so AFAIK, the "law" in jap is that "genitals must be censored" many JAVs are "censored"

but, there are also "uncensored" ones, and of course, according to the so-called "law", its "illegal" to produce UC ones

so the question is, how come there's still UC ones if its illegal?

and then, this question refers/continues from the prev one, if there can be UC ones, why can't other JAV labels be UC ?

Censorship is standard in Japan. Whatever you see uncensored are actually printed and sold outside Japan (see the bottom back covers of the uncensored movies: i.e. "Made in Taiwan" or you see an American distributor's address). All movies are shot in Japan (see pacopacomama as example, etc) and the master copy of the movie is obviously not censored (duh!). It's only after that they put the censorship if copies are sold in Japan. They can then send an uncensored copy to a foreign distributor who will have them printed and sold outside of Japan.
