I think her name is Lexi Belle. The image is from Dandy 64 which can be found on page 1 of this thread.

She also appears as a blond in Dandy 71 and I am pretty sure she is also in Dandy 34, Dandy 42 and Dandy 47.

Try with K-lite codec pack and include OGG Vorbis when you run the setup.
If this don't works use GSpot Codec Information in order to see the right codec.

That's definitely Lexi Belle with a wig. She's in a few other JAV films but not in any of the Dandy films indicated here
