If you have broadband (cable or DSL), you can check if your ISP is on this list:

If it is, there's a chance your ISP is the reason your torrents are slow (there are some recommendations on how to speed them up). Otherwise, you should have no problem speeding up your torrents by checking the usual suspects (port forwarding and other settings).

Otherwise, there are plenty of other forums, but you'll have to say what type of "Japanese girls" you're interested in. 18+ idols? U18 junior idols? Animated girls? There are other niche sites, but AO has it all.
