National law is 13, however prefectural law overrides that and bumps it up to 18. Similar to Saskatchewan, Canada.

Well if she's 18, then why should you care? The lawbooks say it is bumped up to 18, not 20.

from my experience if you're a foreigner the age depends on the mood of the responsible police officer.

if he hates foreigners, any age will do it for him.
if she is under 18 though and you're over 18, you're fucked.

Nope, you're pretty clear as far as things go.

20 is the age for smoking, drinking and voting, not fucking.

This really ought to go without saying, but if you are not a Japanese citizen, you are not automatically entitled to Japan's laws (regarding statuatory r*** or otherwise). An American visiting Japan is still subject to American laws even in Japan (so long as those laws don't undermine Japanese laws); even if you were in a prefecture with a low age of consent, and had a consentual relationship with a "minor", you would still be breaking the law. Additionally, certain countries have extradition agreements, which would allow your home government to bring you back and send you straight to jail/court.
