vancitylove is correct. Uncensored Japanese porn is exported. In fact it's illegal for those companies selling uncensored Japanese porn to ship to Japan.
All domestically made & sold porn is for Japan. There are a few organizations as well that strictly control the censoring and specifically the mosaic quality of domestic films.
There was a very interesting article I read once somewhere about the story of Japnese censorship. Perhaps if I can dig it up I'll post it.

If you spend enough time walking around neighborhoods in Tokyo, you will find an underground shop selling uncensored AVs. The procedure is different than at the other AV shops. You see which videos are available from the box covers taped to the wall, hanging on panels suspended from the ceiling, or in loose leaf notebooks perched on a shelf. Usually one notebook is solely for hentai anime. Each box cover has an ordering code. I suspect the UAV is not kept at the shop. A notepad and pen are provided for you to write the ordering code of the UAVs you wish to obtain. The completed form is presented to an obscured host behind a curtain in the shop, along with your payment [needless to scribe; it has to be cash]. I would suspect that a telephone call is made, you are issued a special receipt, and given the address where to go to physically receive your UAVs.

Vincent_Z is correct. There are three places in Shibuya alone that sell uncensored adult films. There is also a place in my 'home' town of Tama-Plaza, Yokohama that sell just about everything past the first section of DVD's that is uncensored including uncensored animal porn and (sadly) child porn as well.
