Set with three central figures, "Mother Water" describes the daily lives of people near the Kamo River in Kyoto, Japan. The Kamo river flows through central Kyoto and several smaller streams connect to the Kamo river.

Setsuko (Satomi Kobayashi) is the owner of a bar that only serves whiskey. Takako (Kyoko Koizumi) opens a coffee shop. Meanwhile, Hatsumi (Mikako Ichikawa) owns a tofu shop.

Their neighbors inclue Yamanoha (Ryo Kase) who works at a furniture studio, Otome (Ken Mitsuishi) who runs a public bathhouse, Jin (Kento Nagayama) who works at the public bathhouse and Makoto (Masako Motai) who takes walks near the area.
