When they're filming they dip their hands in a cup is this suppose to keep their pressure cool or it's something else?

that's a possibility, but the camera man also does it so it just got me curious.

Sometimes it's because the cameraman is closer to the actor, so it's easier to access without showing the actor's arm reaching something on camera.
