Rocket-inc.net has some shenanigans going on with their configuration and seems to be actively blocking IP Addresses from (as I can determine) outside Japan. As a workaround, use TOR with a forced exit node of JP. It sucks, Rocket has always been my favorite. LTLFTP- Calamity1
