You are right about japanese AV base being mainly for japanese. However I think you misunderstood "don't care" with "active prevention"
When you don't care about your neighbour's dog coming over to pee on your yard , it means you don't care , however if you are unhappy with that fact that your neighbour's dog always coming over to your yard to pee , you build a fence , wall or set up some kinda barrier to prevent it from entering your premise.
