Is it possible then that they could file a lawsuit, but it's considered to be such an aggressive act they decided to put it as the very last resort? You know, you would think that in a country categorizes itself as being democratic (as partial as it may be) there is a way file such lawsuit...

Objectively speaking, the law is discriminatory and vague in nature, and will damage a specific industry, so why aren't people from that industry (publishers, studios, etc) filed a lawsuit against the enactment of the law (or even the law itself)? At least to make the law not discriminatory...
