Subtitletools is indeed a great resource, but I prefer not to do my timing changes online. For me, using Aegisub is better and more discrete. I posted a short message about how to change times in the other thread. Aegisub is free.

I'm not sure I understand your question cause the answer is really straightforward, but here goes: Assuming your subs are properly timed, the easiest way to advance or delay when the subs start (i.e. synch with the video) is with Aegisub. With your subs loaded into Aegisub just go to the Timing...

Are your codecs updated? I use MPC and find that most problems with ThZ rips are fixed with updated codecs.
