Hmmm ... still can't figure it out ... Hikari Fiber is the infrastructure name right ? not xDSL for example. the companies that provide the infrastructure are NTT East and some few others. ISP are OCN and the likes... I don't think I've heard of an ISP called "Hikari" Can you post a link please ?

probably you don't mind shitting all over yourself (at least I wouldn't mind, it should be the least of my worries) if such an event do actually occurs... though the smell should be horrible and you won't be able to stay there for much long ... even if you got a device or a poop bag it wont help...
