I finally got the BD to play today, had to buy a new BD-ROM drive, the old one was 10 years old and apparently didn't support the new Blu Ray encryption. Anyway, it's a glorious video... Saaya is more deliberately seducing the viewer than possibly ever before.

It's nothing to do with the law, it's just their personal modesty. Plenty of models post nudes, nips, etc etc etc in Japan. Saaya and most of the gravure idols wear pasties, this keeps their nipples from appearing both from slipping out and flattens them out so they don't poke. Sadly.

Just to update my experience, I've been refunded the money for the content that did not play. No confidence to try to buy any additional content from them, no explanation given.
