You'd apply different effects hoping they were stupid enough to use a slightly transparent black and that what is under could be revealed, but if done right with a solid color, it's impossible.

can't remember if similar topic have been discussed, but something like this is impossible.

even there're programs/applications with god-like omniscience power to accurately decensored a picture, they would probably only used within security or high-level law enforcement department to identify criminals.
