First there is no official and professional AV industry in any country other than Japan. The only other country I believe it is legal to produce porn is Taiwan but there is no industry mostly because of copyright laws. At most in Taiwan, the pornography production is limited to webcam shows.
That being said there are three porn produced in non-Japan Asian countries.
For most of the Asian countries, if not all, the max of their "official" porn production are webcam shows, amateur videos, and low-budget productions. Other than Hong Kong/Macau (I say this with some uncertainty) , South Korea and Taiwan, all porn production is illegal.
Korea is a little weird with their laws. Korea has Pink Cinema, Sex scenes in mainstream movies using mainstream actors/actress (they are essentially softcore porn), amateur porn, low-budget porn (often a camera on a tripod aimed at the "actor" and "actress"), and pretty much hentai (but purely on a manga setting with censorship of genitalia). Only the pink cinema, sex scenes in movie, and hentai are legal.

its depend on what kind of AV that you mean, for the professional like has been mentioned by vietbub, China and Korea still don't have pro hardcore porn industry yet, what they have only amateurs and low budget underground products

I find it ironic that K-pop is super sexualized yet porn is illegal. And on the other hand J-Pop is super cutesy yet they are known for some of the strangest and most fucked up porn.
I think part of the reason K-Pop is super sexualized is b/c porn is banned in Korea. I can't imagine what's more immoral: woman wearing pants up to their ass cracks gyrating each other on prime-time network TV or consenting adults having sex in a product that's sold only to adults*.

On the K-Pop note, I heard somewhere that there seems to be (little to) no issue with pants up to the ass-crack but gosh forbid a "performer" (I'm not calling these people 'artists' as few have any real talent outside of being good-looking) shows cleavage as THAT would be indecent.

I remember hearing some Chinese, Taiwanese, or even Koreans girl was ask to be in AV. Is that true? Is their non-japanese working in av already excluding the mixed and Amwf series. I guess is a good thing there's no competition since Av girls are getting so many commercial and performance offer from other asian countries. South Korea, Taiwan, and Hong Kong ask them to film nude scenes in their pink movies and the budget are higher than Japanese pink movies.
talent scouts will always looking for new girls right ? and there is rumours that some AV idols actually came from Korea, China or Taiwan
birth rate in japan are very low, so its not surprise in the next years a lot of AV girls are immigrants
so as long the AV industry still running, scouts will always offering pretty sexy girls to work in AV, including from neighbour countries
They need more male talent first since the dudes always complaining about that. Guys joining the av industry needs to have high stamina, but don't expect good pay or be able to choose who to have coitus with either.
