Only for сrop and reencoding will suit a primitive https://handbrake.fr/downloads.php
Also theoretically, can do "crop" using mkv without reencoding

But I don't know which player supports it.
Using an avisynth script it can be played cropped in MPC, I used to do that, no re-encoding, just plays the cropped single frame video.
I saw the MKV thing but haven't got it to work using mkvmerge quite yet.
And yes, late response, not sure why Sam never did, he's usually pretty good about it. Probably busy.
