For general torrenting, streaming, and surfing.

Looking for one that has strong privacy and is decently affordable. I don't mind if the bandwidth isn't so great as my own connection is rather limited to start with.

I actually use the Opera browser which comes with a pretty decent VPN as a free add-on (You'll have to activate it in the settings). The browser also has a bit more to offer in terms of privacy as well. It's pretty legit and you can adjust your IP location easily to increase bandwidth when needed. Whenever I download, I'll change the VPN settings to "Optimal", and your IP location shows up maybe 10-15 miles from your actual location. Once I'm finished, I change the location with one click. I normally use WebRTC to check and make sure everything is good to go and that nothing is leaking out.

torrenting
I can only advise you not to use SOCKS5 in the torrent client, because then most peers will not be able to connect to you, especially if it's a private torrent.

PIA, with discount here (for a limited time).

Use Tixati, it can bind to the VPN's network interface without needing SOCKS.

offer port forwarding (which is needed for private trackers)
Yes, it's really about port forwarding, not SOCKS5. Many VPN services write that they are P2P friendly, but they do not write anything about port forwarding.
